Get your family and friends in on it, tell them about how it works and get them to sign up through your referral link - If they don't believe you, refer them to the proof section of my website.
Sign up to eXceem Forum, and do a few trades or join a congo. These great resources can help you get a couple free greens, and trading can get your referrals very cheaply! way less than the cost of a payg iPhone!
Advertise on your Facebook/Bebo/Myspace - These places have loads of traffic for potencial referrals!
Place your referral link into any forums that you are a member of, but first make sure they allow it, you dont want to be banned from your forum!

Make a website to show how this all works, and advertise your referral link on it. - Once set up, get some SEO done to it - Don't know what SEO is ?...eXceem will help you here!
For any new referrals you get that have yet to complete an offer, send out an email and assure them that this is real and that there is plenty of proof.
Think of new ways to advertise your referral link, there are millions of ways you can advertise on there, thats just the internet.
Make leaflets or business cards, there cost very little to print and leave them in places where they will get noticed, if you up to it, hand it out to people in shopping areas, but be careful and make sure you are allowed.
